I had put forward this suggestion to Dr.Shalini Rajaneesh (Principal secretary of health). She appreciated it but I have not followed it up. I will follow it up during September.
Same can be applied to schools.
If a citizen (not corporate) donates to Grama Panchayath, Govt schools or govt hospital where he/she lives, he should be given 150% tax exemption.
This will promote local progressive philanthropic behaviors. This will work better if we train citizens on priority setting, local fundraise skills, current architecture of taxation and utilization of taxes in India and importance of donation and volunteering.
In addition, volunteering should be considered as experience and should help them in building their own career. volunteering should be linked with livelihood for now or future. It’s a win-win situation.

Linnet D Silva: Problem with this is in 3 years members finish their term. As they are parents generally they are first generation literates, most are drawn by teachers and not democraticically elected. By the time they are able to understand their roles they are changed.
