Yogish: Now google is giving lot of useful forms to design for your data collection. Make use of it for your own data collection or event planning or for e-vite etc. Today I have seen central HRD ministry’s video in YouTube. Central government have massive plans to digitize all the books.     Lots of books will be available online soon through e-library to download in your computers and smartphone.

Yogish: Who is responsible for this?. Not sure why money did not reach school for school buildings improvements ?. It is general tendency to use all the money allocated. Otherwise the unused money  will go back and funding will be reduced for the next and coming years. This rule is applicable everywhere including in govt and private companies.

Guru Poornima: Obviously Concerned leaders are responsible, as the statistics shows clearly.Lack of interest, and failure to reach the Govt Schools.

Sulochana: Gm this is true mam our school also like that (15 laksh)

Yogish: Even in Private companies the managers will work hard to spend all the money allocated (to his group) to make sure that money allocation will not go down in coming years. This is very basic rule. Our representatives and officials are lazy to execute the development works at schools. As a result of this funds are under utilized and schools are suffering.

Does govt have transparency to list the funds allocated to each school or each school district?. Can volunteers help to govt to execute projects to utilize the allocated fund fully for the school developments?. I think someone has to think very seriously to use these funds wherever it is required instead of allowing that fund go back.

We cry for the funding. At the same time funds are under utilized.    No one is accountable. A sad state of Karnataka govt

Yogish: 2 months back 2 school children died in Balagavi district due to school wall collapse. No officials or people representatives made an effort to repair the buildings so far. Now the sanctioned amount of Rs 22 crores for this year is on hold. What a shame

Guru Poornima: Yes Sir very important.Exactly.Even kollala schools.Sir has made several attempts to reach the Govt ….but in vain

Yogish: No point calling any officials. We are not there yet. Let’s continue to do the right things for schools, but keep an eye on these failures of govt.

I think we should not go to any NGO’s or CSR’s too for funding to improve govt schools unless govt is fully utilizing the sanctioned money to develop schools.

Dr Sandeep Nayak: It’s always tough to reach the state. That’s because of multi- level Buerocracy in Indian governance architecture. That’s why I say- we need to talk about political angle of education.

Yogish: I think Transparent and real time data fixed Engineering seat allocation. Similarly this system can be fixed.

Guru Poornima: When we learn about the current scenario, where is the transparency?Yes, it is highly possible to change the system positively too.

Dr Sandeep Nayak: Yep!

Yogish: Slowly our technology will enforce the transparency. Now it is not easy to ask bribe in airport because CC TV camera is installed everywhere. I remember the security police asking bribe in chennai airport during security check around 20 years back. Those days are gone now.

Dr Sandeep Nayak: Technology can help. Ultimately it’s political reforms which bring social change.

Kollegala Sharma: Officials on their own  may not re-allocate unutilized funds. For this a pressure should be created. When I said we need to sit and brainstorm, I meant identifying such govt funds available under various programmes and force govt machinery to reallocate them for school development.Social welfare department funds can be utilized for clean water. Rural development funds for gardens. MLA/MP LAD funds for buildings.

Chaya Chandra Acharya: But still why they will not utilise. At least 30% of funds can be utilised

It is high time we analyse all the parameters under which funds can be utilised in appropriate way

Kollegala Sharma: My vision is to see the needs of schools, see how much funds are available, use technology and our contacts to identify where the funds are not utilized, suggest how that fund will fit into our programmes and then pressurise the department to use it.  The pressure has to be on not just one department.  Secondly, it needs to bring a lot of collaboration between the departments.  It is because of this that most officials are complacent.  If someone like us do that coordination, they would be happy to comply.  (I also suspect that many in the field may not have the awareness or authority to seek funds from other departments for development of schools.)
