Yogish: RTE is good as long as govt schools don’t lose children. We can stop if we follow the following process:
- Very first step is to adopt the school by forming local society or NGO with the help of local people or local NGO’s
- Then follow the guidelines of Prakash Anchan.
I guess there is no easy solution
Mudigere: RTE meaning and implementation are totally distorted. RTE is spoiling government schools by which RTE itself is at stake.
Yogish: Recently Kodikal school lost 25% of new enrollment. 25% of the Children living in Kodikal govt school are now going to nearby aided school because they get all the facilities of govt school including mid-day meal, free books, and free education. School is arranged free bus facility for those kids. So parents are ready to send their kids to any private school because there is no cost involved to get quality education including English medium. I don’t think that RTE is distorted. Right to Education is now available in private schools too.
Mudigere: Taxi near airport comes at lesser price due to excellent volvo buses …..during day and mid night too……now volvo buses reduced in midnight…….taxi became expensive
Same will happen to Aided or nongovernmental schools when government schools reduce

Yogish: Median expenditure by govt per student is about 12000. Now let’s say govt insist private or aided school to reserve 25% for RTE students and they pass that amount to private school.
Now let’s say there are 100 new enrollment in private school. They reserve 25 seats to RTE and snatch 25×12000 = Rs 3 lakhs from govt. They appoint a temporary teacher for 25 students and pay Rs 7000 per month. Their expense is 7000×12 months = Rs 84000.
Rest of the overhead remains same . Now you can calculate their profit. Very profitable and they can continue to stay in the education business as long as they have good number of students enrollment.
There is already a good reputation (or may be illusion of parents) is there for private school. Therefore
They send their children to private schools.Now children get quality and English education for free due to RTE act. Quality of education provided by temporary teachers in private school still in question 😊

Hemanth Sharma: This I too calculated but one thing is sure govt is not going to provide this amount to private schools atleast not in near future… this is reason RTE came to picture it is far cheaper to provide education in private school for govt. than arranging that themselves and the same thing is asked by students too but to provide this subsidy private schools are going to kill middle class and education is going to be more costly for others not in RTE category
Sandeep Nayak: I look at it in this way. RTE is made to siphon money from public sector to private sector. Like Yashaswini Scheme in healthcare. Rather than strengthening govt hospitals, they outsourced to private sector in the name of insurance premium.
Yogish: Dr. Sandeep, outsourcing happens everywhere in the world. Millions of jobs are now outsourced from USA to India and China to reduce the cost. Those jobs will never come back to USA unless there is a huge quality issues. Similarly govt is outsourcing the health care and education sector jobs to private sectors to reduce the cost. Those jobs will never come back to govt sectors. This situation is created in all the govt sectors mainly due to corruption and lack of accountability.
Hemanth Sharma: Agree but this cannot be reason for using RTE this way..it could be side effect…if govt is able to improve quality on its own without too much overhead RTE in its current form might never have been even proposed, so need to strengthen public institutions and also keep vigil on public institutions… with technology it will be possible too very soon
Yogish: Yes, today the service from public sector banking is improved a lot mainly due to the use of technology. Telecom sector too is improved to some extent due to technology.Recently have you seen any customs officers asking bribe in airport ?. CCTV camera’s watching them everywhere. We have to bring technology everywhere to monitor until people are get used to the honesty and accountability.

On analysis…His IQ were 1.mathematical IQ 40.2.linguistic IQ *50 for all languages!. Interesting and intrapersonal IQ 80. All his illness episodes were during school hrs only!! None on Sunday and holidays. He is below average kid as per his class teachers.PARENTS being illiterate not bothers..( They are PAY-Rents)..Paid some rent( fees) and forgotten😊.Wondered how he is passed till 7 th!!
Teachers revealed…As per Government policy no kids should’ve failed or detained in same class. He is just pushed!!

Dr MD Shivraja: As a learning disabilities counsellor….I asked PARENTS to bring him on Sunday for bit detailed analysis. Now story will take twist. And it’s really amazing. All schools teachers and educationist should read further .We analysed him first for his Dominance…( Mean Rt.brain or left brain dominance) by series of questions…He turns out be Rt brain dominant.( Rt.brain dominance are usually CREATIVE.left brain dominance are usually ANALYTICAL) .I took personal interest and asked him about areas of interest…( what he love to do)…He took some time and told his INTEREST…
We NURTURED his INTEREST….You all won’t believe it…with in a span of 6 months…He showed what he actually is to this world.
