ಈಗ ಹಣಕಾಸು ಹಾಗೂ ಇತರೆ ವ್ಯವಹಾರಗಳ ಆಕರ್ಷಣೆ / ಜವಾಬ್ದಾರಿ ಕಲಿಕೆಯನ್ನು ಹಿಂದೂಡಿದೆ. ಇದು ಆಗಬಾರದು. ನೀರು ಮತ್ತು ಸ್ವಚ್ಛತೆ ಪಂಚಾಯತಿಯ ಹೊಣೆಯಾಗಬೇಕು. ಶಾಲೆಗೆ ಇವನ್ನು ನೀಡದ ಪಂಚಾಯಿತಿಗಳ ಅನುದಾನ ಕಡಿಮೆ ಮಾಡಬಹುದು. ತಮಗೆ ಬೇಕಿದ್ದಂತೆ ಸುಧಾರಿಸುವ ಸ್ವಾತಂತ್ರ್ಯ ದೊರೆಯುತ್ತದೆ. ಹೊಣೆಯೂ ಇರುತ್ತದೆ. ಇದು ಚಿಂತನೆ. ಸ್ಪಷ್ವವಾದ ಕಾರ್ಯಯೋಜನೆಗೆ ಚರ್ಚೆ ಅವಶ್ಯಕ. ಎಲ್ಲೆಲ್ಲಿಂದ ಅನುದಾನಗಳು ಬರುತ್ತಿವೆ? ಯಾವಯಾವ ಹೊಣೆಗಳು ಶಾಲೆಯ ಮೇಲಿವೆ? ಇವು ಬೇರೆ ಯಾವ ಸಂಸ್ಥೆ ಇಲಾಖೆಗೆ ಸರಿ ಹೊಂದಬಹುದು? ಇದನ್ನು ಮ್ಯಾಪ್ ಮಾಡಿ ನಂತರ ಪುನರ್ಯೋಜಿಸಬಹುದು. ಆದರೆ ಇಂತಹ ಬದಲಾವಣೆಗಳಿಗೆ ಸರ್ಕಾರದ ನೀತಿ, ನಿಯಮಗಳಲ್ಲೂ ಪರಿವರ್ತನೆ ಅಗತ್ಯ. ಈಗ ಚೂರುಪಾರು ಬದಲಾವಣೆಗಳನ್ನು ಮಾಡುತ್ತಿದ್ದೇವೆ. ಸಮಗ್ರವಾಗಿ ಆಗಬೇಕೆಂದರೆ ವಿವರವಾದ ಕಾರ್ಯಯೋಜನೆ ತಯಾರಿಸಿ ಚಳುಚಳಿಯುಂಟು ಮಾಡಬೇಕು.
ನಾವು ಒಬ್ಬೊಬ್ಬರೂ ಬೇರೆ ಬೇರೆ ಕಿಟಕಿಯಿಂದ ಇಣುಕುತ್ತಿದ್ದೆವಾದ್ದರಿಂದ ಪರಿಹಾರವೂ ಚೂರು ಪಾರಾಗಿದೆ. ಸಮಗ್ರ ನೋಟ ಅವಶ್ಯ. ಇದು ಡಿಎಸ್ ನಂತಹ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರದ ವಿವಿಧ ಮುಖಗಳನ್ನು ಗಮನಿಸುತ್ತಿರುವವರು ಒಟ್ಟಾದರೆ ಖಂಡಿತ ಸಾಧ್ಯ.

ನವದೆಹಲಿ (ಅ.25): 5 ನೇ ತರಗತಿಯವರೆಗೆ ಯಾವುದೇ ಮಗುವನ್ನು ಫೇಲ್ ಮಾಡಬಾರದು ಎಂದು ಕೇಂದ್ರೀಯ ಶಿಕ್ಷಣ ಸಲಹಾ ಮಂಡಳಿ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸಲ್ಲಿಸಿದೆ.
5 ನೇ ತರಗತಿ ನಂತರ ವಿದ್ಯಾರ್ಥಿಯನ್ನು ಫೇಲ್ ಮಾಡುವುದು ಬಿಡುವುದು ರಾಜ್ಯಕ್ಕೆ ಬಿಟ್ಟ ವಿಚಾರ ಎಂದು ಕೇಂದ್ರೀಯ ಶಿಕ್ಷಣ ಸಲಹಾ ಮಂಡಳಿ ಹೇಳಿದೆ. ವಿದ್ಯಾರ್ಥಿಯ ಪ್ರತಿ ತರಗತಿಯ ಕಲಿಕಾ ಸ್ವರೂಪವನ್ನು ನಿಗದಿಪಡಿಸುವುದನ್ನು ಶಿಕ್ಷಣ ಹಕ್ಕು ಕಾಯ್ದೆ (ಆರ್ ಟಿಇ) ಅಡಿಯಲ್ಲಿ ಸೇರಿಸಲಾಗಿದೆ.
ಆರ್ ಟಿಇ ತಿದ್ದುಪಡಿಯ ಗಡುವನ್ನು ವಿಸ್ತರಿಸಿದ್ದು ಶಿಕ್ಷಕರ ತರಬೇತಿ ಗಡುವನ್ನು 2020 ರವರೆಗೆ ಮುಂದುವರೆಸಲಾಗಿದೆ.

Yogish: Automatically promoting until 5th grade even if child don’t know read or write is bad practice. At least teachers has to give extra classes to weak students and bring them to speed before promoting. It appears that no one care to study because of no detention policy. *ಗ್ರಾಮೀಣ ಪ್ರದೇಶದ 5ನೇ ತರಗತಿಯ ಶೇ.53 ಮಕ್ಕಳಿಗೆ 2ನೇ ತರಗತಿಯ ಕನ್ನಡ ಭಾಷೆಯ ಪಠ್ಯ ಪುಸ್ತಕ ಓದುವುದಕ್ಕೂ ಬರುವುದಿಲ್ಲ. ಶೇ.66 ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ 2 ಅಂಕೆಯ ವ್ಯವಕಲನವೇ (ಕಳೆಯುವುದು) ತಿಳಿದಿಲ್ಲ. ಮೂರು ಅಂಕೆಯ ಸಂಖ್ಯೆಯನ್ನು ಒಂದು ಅಂಕಿಯಿಂದ ಭಾಗಿಸುವುದಕ್ಕೂ ಶೇ.80 ಮಕ್ಕಳಿಗೆ ಬರುವುದಿಲ್ಲ. ಶೇ.79 ಮಕ್ಕಳು ಇಂಗ್ಲಿಷ್ನ ಸರಳ ವಾಕ್ಯ ಓದಿ ಎಂದರೆ ಆಕಾಶ ನೋಡುತ್ತಾರೆ!*
*ಇದು ನಮ್ಮ ಸರ್ಕಾರಿ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳ ನೈಜ ಸ್ಥಿತಿ.*
*ಶಿಕ್ಷಣ ಅಭಿವೃದ್ಧಿಗಾಿ ಗಸರಾರ ಹತ್ತು ಹಲವು ಯೋಜನೆಗಳ ಮೂಲಕ ಕೋಟ್ಯಂತರ ರೂ. ವೆಚ್ಚ ಮಾಡುತ್ತಿದ್ದರೂ ಮಕ್ಕಳ ಶೈಕ್ಷಣಿಕ ಗುಣಮಟ್ಟ ಹೇಗೆ ಹಳ್ಳ ಹಿಡಿಯುತ್ತಿದೆ ಎಂಬುದನ್ನು ಈ ಅಂಕಿಅಂಶಗಳು ನಿರೂಪಿಸಿವೆ. ಮಕ್ಕಳ ವಿದ್ಯಾಭ್ಯಾಸಕ್ಕೆ ಮೊದಲ ಘಟ್ಟವಾದ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಣವೇ ಸರಿಯಾಗಿ ದೊರೆಯದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಗ್ರಾಮಗಳ ಸಮೀಪದ ಪಟ್ಟಣಗಳಲ್ಲಿರುವ ಖಾಸಗಿ ಶಾಲೆಗಳತ್ತ ಪಾಲಕರ ಒಲವು ಹೆಚ್ಚಾಗುತ್ತಿದೆ.ಗಳ ಆತಂಕಕಾರಿ ಸ್ಥಿತಿಯನ್ನು ಮನಗಂಡಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರ, ಇದೀಗ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಡಿಯಲ್ಲಿಯೇ ಸರ್ಕಾರಿ ಶಾಲೆಗಳ ಅಭಿವೃದ್ಧಿಯತ್ತ ಚಿತ್ತ ಹರಿಸಲು ತೀರ್ವನಿಸಿದೆ.*
*ಸಮೀಕ್ಷೆಗೆ ಬೆಚ್ಚಿದ ಸರ್ಕಾರ: *
*ಸರ್ಕಾರಿ ಶಾಲೆಗಳಲ್ಲಿ ಮಕ್ಕಳ ಸಂಖ್ಯೆ ದಿನೇ ದಿನೇ ಕಡಿಮೆಯಾಗುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಅರಿಯುವ ಉದ್ದೇಶದಿಂದ ಸರ್ಕಾರ ಇತ್ತೀಚೆಗೆ ಸಮೀಕ್ಷೆಯೊಂದನ್ನು ನಡೆಸಿತ್ತು. ತನ್ವೀರ್ ಸೇಠ್ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಢ ಶಿಕ್ಷಣ ಸಚಿವರಾದ ನಂತರ ನಡೆದ ಈ ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಹೊರಬಿದ್ದ ಅಂಶಗಳು ಆತಂಕವನ್ನುಂಟು ಮಾಡಿವೆ. ಸಹಜವಾಗಿ ಇಂಗ್ಲಿಷ್, ಗಣಿತ ಮತ್ತು ವಿಜ್ಞಾನ ವಿಷಯಗಳು ಹಳ್ಳಿಗಾಡಿನ ಮಕ್ಕಳಿಗೆ ಕಬ್ಬಿಣದ ಕಡಲೆ ಆಗಿದ್ದರೂ, ಈ ಎಲ್ಲ ವಿಷಯಗಳಲ್ಲೂ ಮಕ್ಕಳು ನಿರೀಕ್ಷಿಸಿದ್ದಕ್ಕಿಂತ ಸಾಕಷ್ಟು ಹಿಂದುಳಿದಿರುವುದು ಬೆಳಕಿಗೆ ಬಂದಿದೆ.*
*ಆರ್ಟಿಇ ವ್ಯವಸ್ಥೆ ಜಾರಿ ಬಳಿಕ ಗ್ರಾಮೀಣ ಮಕ್ಕಳು ಕೂಡ ಸಮೀಪದ ಪಟ್ಟಣಗಳ ಖಾಸಗಿ ಶಾಲೆಗಳ ಮೊರೆ ಹೋಗುತ್ತಿದ್ದಾರೆ. ಇದೇ ಪರಿಸ್ಥಿತಿ ಮುಂದುವರಿದರೆ ಸರ್ಕಾರಿ ಶಾಲೆಗಳಿಗೆ ಸೇರುವ ಮಕ್ಕಳ ಸಂಖ್ಯೆ ಇನ್ನಷ್ಟು ಕಡಿಮೆಯಾಗಲಿದೆ ಎಂಬ ಆತಂಕದಿಂದ ಕೆಲವು ಸುಧಾರಣಾ ಕ್ರಮಗಳತ್ತ ಸರ್ಕಾರ ಆಲೋಚಿಸಿದೆ.*
*ಹೊಸದಾಗಿ ನೇಮಕವಾಗುವ 10 ಸಾವಿರ ಶಿಕ್ಷಕರರಿಗೆ (ಪದವೀಧರರು) ತರಬೇತಿ ನೀಡಿ, ವಿಷಯವಾರು ಆಯ್ಕೆ ಮಾಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.*
*ಶಾಲಾಭಿವೃದ್ಧಿ ಸಮಿತಿಗಳಿಗೆ ಇನ್ನಷ್ಟು ಶಕ್ತಿ ತುಂಬಿ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸಲು ಸಮಿತಿ ಸದಸ್ಯರಿಗೆ ಆದ್ಯತೆ ನೀಡುವುದು ಶಾಲೆಗಳ ಸುತ್ತಮುತ್ತ ಇರುವ ಸಂಪನ್ಮೂಲ ವ್ಯಕ್ತಿಗಳನ್ನು ಬಳಸಿಕೊಳ್ಳುವುದಕ್ಕೂ ಗಮನ ಹರಿಸುವುದು ಸರ್ಕಾರಿ ಶಾಲೆಗಳಲ್ಲಿ ಆಂಗ್ಲ ಮಾಧ್ಯಮಕ್ಕೂ ಬೇಡಿಕೆ ಇರುವುದರಿಂದ ಕನ್ನಡದ ಜತೆ ಜತೆಗೆ ಆಂಗ್ಲ ಭಾಷೆಯನ್ನೂ ಕಲಿಸಲು ಆದ್ಯತೆ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ ಪಡೆದು ಶೈಕ್ಷಣಿಕ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸುವ ಬಗ್ಗೆಯೂ ಸರ್ಕಾರ ಆಲೋಚಿಸಿದೆ.*
*ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಕಂಡ ಸಮಸ್ಯೆಗಳು*
*ಸರ್ಕಾರಿ ಶಾಲೆಗಳ ಪೈಕಿ ಮೂರನೇ ಒಂದು ಭಾಗ ಅಂದರೆ ಸುಮಾರು 15 ಸಾವಿರ ಶಾಲೆಗಳಲ್ಲಿಶೇ. 50ಕ್ಕಿಂತ ಕಡಿಮೆ ಹಾಜರಾತಿಆಂಗ್ಲ ಭಾಷೆಯನ್ನು ಒಂದು ವಿಷಯವನ್ನಾಗಿ ಬೋಧಿಸುವ ಶಿಕ್ಷಕರ ಕೊರತೆ ಅಪಾರ ಪ್ರಮಾಣದಲ್ಲಿದೆ.ಶಾಲಾ ಕಟ್ಟಡಗಳ ನಿರ್ವಹಣೆ ಅಸಮರ್ಪಕವಾಗಿದೆ*
*ಸರ್ಕಾರದ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಢ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಳ ಮಾಡುವ ಸಲುವಾಗಿಯೇ 3 ವರ್ಷಗಳ ಅವಧಿಗೆ ಕ್ರಿಯಾ ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಲು ಮುಂದಾಗಿದೆ. ಅದರಲ್ಲಿ ಮುಖ್ಯವಾಗಿ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸುವುದು, ಗುಣಮಟ್ಟದ ಖಾತರಿ ನೀಡುವುದು, ತಂತ್ರಜ್ಞಾನ ಆಧಾರಿತ ಶಿಕ್ಷಣ ನೀಡುವುದು, ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಶೈಕ್ಷಣಿಕ ಪ್ರೋತ್ಸಾಹ ನೀಡುವುದು, ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಪ್ರೇರೇಪಣೆ ನೀಡುವುದು ಸೇರಿರುತ್ತವೆ.*
*17 ಸಾವಿರ ಕೋಟಿ ರೂಪಾಯಿ ವೆಚ್ಚ*
*ಸರ್ಕಾರ ಪ್ರಾಥಮಿಕ ಮತ್ತು ಪ್ರೌಢ ಶಿಕ್ಷಣಕ್ಕಾಗಿ ಈ ವರ್ಷ 17,373 ಕೋಟಿ ರೂ.ಗಳನ್ನು ವೆಚ್ಚ ಮಾಡುತ್ತಿದೆ. ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟಾರೆ 59555 ಸರ್ಕಾರಿ ಶಾಲೆಗಳಿದ್ದು, 2 ಲಕ್ಷಕ್ಕೂ ಅಧಿಕ ಶಿಕ್ಷಕರು ಹಾಗೂ 70 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚಿನ ವಿದ್ಯಾರ್ಥಿಗಳಿದ್ದಾರೆ.*
*ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟ ಕುರಿತಂತೆ ನಡೆಸಿರುವ ಸಮೀಕ್ಷೆಯ ವರದಿ ಆತಂಕಕಾರಿಯಾಗಿದೆ. ಸರ್ಕಾರಿ ಶಾಲೆಗಳನ್ನು ಉಳಿಸಿಕೊಳ್ಳಬೇಕಾದರೆ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಳಕ್ಕೆ ಆದ್ಯತೆ ನೀಡಲೇಬೇಕಾಗಿದೆ. ಅದಕ್ಕಾಗಿಯೇ ಹಲವು ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುತ್ತಿದ್ದೇವೆ. ಕನಿಷ್ಠ 500 ಶಾಲೆಗಳನ್ನು ಮೊದಲು ಆಯ್ಕೆ ಮಾಡಿ, ಅಲ್ಲಿ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸಿ ಅದನ್ನು ವಿಸ್ತರಿಸುತ್ತ ಹೋಗುತ್ತೇವೆ. ಸ್ಥಳೀಯರನ್ನು ಬಳಸಿಕೊಳ್ಳುತ್ತೇವೆ.*

Yogish: We are finding the shortcuts such as no detention policy, freebies to attract children to govt schools. These methods did not work so far. I agree with no detention policy as long as there is a monitoring system for every 3 months and bring them to speed before promoting by giving extra classes during holidays. Promoting them blindly will have negative impact

Yogish: I did not suggest to fail them. No children will be detained in USA until 12th grade. But proper measure is there to check individual’s skills and improve their academics. We don’t have that system.
Dr Chandrashekhar HB: I have seen my two three friends who were failed in their tenth and PU.. They improved later and two of them completed BE.. One is Ph D in mechanical engineering and faculty in Regional engineering college
Yogish: I too studied in government schools. We were going to government schools mainly to read and write and to study. Teachers job was to teach. We didn’t have such kind of issues even though we had very poor infrastructure

Yogish: For example one of my neighbors child was little poor in academics in 4th grade. Teacher noticed this and constantly gave feedback to parents, but his academics is not improved. Now please let me what is the action you would take being a teacher ?

Yogish: Do you want to detain that student or punish the student or motivate or give extra effort to teach ?
Hemanth Sharma: As a teacher we will try the best..change the teacher if option available but still promote..reason is the kids have no motivation be at school, neither do their parents…if you fail this type of people they won’t try again
Yogish: We have a system that those kids need to be enrolled ( there is no fee) in summer classes. They have to go to school for a month out of 2 months of summer vacation. Teacher too will go to the classes in holidays and teach them for a month. Then they are promoted to 5th grade. So far no child detained here as per my knowledge
Girish : Vocation to teachers can be sacrificed by their own will

Yogish: How many teachers are ready to go to school during summer vacation ?. Our leaders or association go to education minister to advise no to cut short Dasara Vacation.

Yogish: My son is going to Farina school in Cupertino California . So far no child is detained. School will never terminate students based on academic performance. They terminate only if child is very violent and harmful to rest of the children. So far no case is reported in this school.

Jayalaxmi Gowda: Agree with most of you that detention would lead to demotivation of the child’s willingness to attend school.. But I feel there is a need for fundamental foundation for kids to learn at an early stage which could be built upon later.. And the fundamental foundation phase would be the elementary… I am not against detention of the students but would suggest tests and assignments to check the capability of the kids at their level. If not extra time and work is needed for the below average kids.. Teachers should be perked for being more creative and innovative in teaching what is needed… Just promoting the students who is not up to the par would not bring the seriousness in the kids, teachers and parents… If no detention policy to be followed then teaching and testing mechanics need to be changed as well to bring the balance..

If the student is an artist, then he needs to be encouraged… Sometimes the basic of each subject is required as a foundation for any other subject to be mastered.. Jayalaxmi Gowda: Agree it can be manipulated… But testing the kids at their grade level is the first step to see if they were just passed or really passed. Each school should be tested by the teachers of other school without prior intimation as to who tests who.. In that way we could get the real statistics and could avoid manipulation to some extent

Yogish: Yes we are looking few volunteers from teachers group to continue khanacademy kind of videos in Kannada. It can be of our own video or dubbing, as per the school syllabus. We can give more focus on this in the next or upcoming workshop since there are 50 teachers in Tumkur . It will Rs great help if 5 teachers volunteers for this task.
I will continue to create my own video starting for grade 1 math to grade 5 math. We can keep fixing the issues later once we review.
Let’s try to deliver few videos to understand the technical , quality or any other issues .

You can choose 19th or 26th. Guru you have to lead the workshop now that your Raspberry Pi is also in action, I will support you.
Kollegala Sharma: Kiran. Let us use the workshop to get the concepts for videos. Requesting for volunteering may take time. During the workshop let us take some time out, may be 20 min, distribute a chapter from any standard among the 50 teachers and ask them to list out 10 concepts from the chapters that they would like to communicate. We can then compile, sort and list out the common ones and work on it. 26th is great. I can also join then.

+91 98 …….: This is absolutely a new threat vector, do ioT devices communicate on tcp ip ? If not how do systems hosted on Internet become targets, in this case I do believe cameras would have an IP address , how about DVr? How about other category of ioT devices such as sensors ?
Hemanth Sharma: Yes the command needed to control iot device communicate through TCP/IP but I believe they must be encrypted.static IP address may not be necessary and Mac address to IP mapping can be done by software available in your iot device. Anyway anything on net can never be 100℅ secure. Same is true for any device connected to net they can be hacked
Kiran: DVR comes bundled with a web server which streams the video. We don’t have any control on that , No firewall/No anti virus.. to it is a sitting Duck waiting to get hacked..

It is all trade off, no system is 100% safe.. Convenience/Risk/Money we make a choice.. and we live with it. Like how we breath CO2 we know it is risk but we are fine with it.
